The DLC automatically activates in the game once you have successfully completed the story mission named The Real World/The Escape where you first exit the Simulation. (Around 1-2 hours into the game.)

The “How The Saints Save Christmas” mission DLC becomes available a little later, after you unlock the Telekinesis power.
